Hi,
Problem is in function _local_initshells in file lib/libc/gen/getusershell.c
Function is reading /etc/shells and put every shell path to line[MAXPATHLEN +
1]

vt(4) support for kbdmap was added in r269976 and MFC'd to 10 in r270309.
There are some oustanding issues noted in this PR that still need to be
addressed.
