I did a quick test with various Ant versions. I see the warning in
1.7.0, but don't see the warning with 1.7.1 or 1.8.x.

Are you using Ant 1.7? That's a known bug with Ant 1.7.0

Falcon has various manifest-only JARs such as falcon-mxmlc.jar. (I think the
old compiler also had them.) Does anybody know how to fix this warning when
they get built?
