Try using SUM with CSE
=SUM((C2:C11>C3)+((C2:C11>C3)*(B2:B11="A")))
Or SUMPRODUCT
=SUMPRODUCT((C2:C11>C3)+((C2:C11>C3)*(B2:B11="A")))
