As to the formula for C2. You should get the same result for formula #1 and
formula #3. The downside with those is that they refer to the
Responsibility column using A1 notation, which might lead to errors later.

I think the main issue was the very large lookup ranges for that formula and
other formulas, but you are right that a built-in function solution would
probably be faster.
I did not analyze what the VBA function was doing, but another powerful
lookup function is DGET. It needs a separate criter
