Enter the following array formula in cell G14 then copy it down to G22:
=RANK(E14,$E$14:$E$22,0)-SUM(IF(FREQUENCY($E$14:$E$22,$E$14:$E$22)>0,0,1)*IF($E$14:$E$23>E14,1,0))
This formula must be entered as an array formula using (Ctrl + Shift +

={SUM(IFERROR(1/COUNTIF(rankrng,IF(rankrng>E14,rankrng)),0))+1}
Use CTRL+SHIFT+ENTER after entering in the required cell instead of "ENTER"
