use it like IF($A$8 ="a",1,"") and drag the formula till A14 or till last
row it will give u 1 only if the cell will contain "a".

I think there is also some problem with sheet name".xls]ratelist" as sheet
name can not have "]" . still i will suggest the solution that name the
array and then apply vlookup it will work. I have tried it.
