It is modeless whatever be the range yo have your answer!!

for example
0-10,11-20,21-30
if cell is contain
7 then it should be come under 0-10 bucket
if cell is contain
22 then it should be come under 21-30 bucket.

Had checked your response, still I see the same issue ..if you see the
attachment ( Data match sheet) last 3 rows are reflecting wrong, shold be
lvl - 2.
