I do not know of a chat type in excel that does what you want directly. Since you only have 8 data points (360 is the same as 0 so can be ignored) you could do it by making 8 doughnut charts and putting them on top of each other. Clunky, I know, but it is probably better than trying to plot the 8

On the other hand, it could be yes. If you set up a process where the workbook checked the content of a particular cell at regular intervals, (I don't think the change event would fire for a change made by another user) then any user could put a message in that cell and the procedure could show it
