The only way I KNOW of is to put it in a Workbook_Open event or Auto_Open macro.
If you don't "own" the file, you could create one of your own

=AND(OR(ISBLANK(inpNodeFlow_u1),ISBLANK(inpPtOverride_u1)),ptrPt_u1>0)
When the expression evaluates to FALSE the cell still accepts an
entry. Part of the expression:
=OR(ISBLANK(inpNodeFlow_u1),ISB
