I think we are talking about different things. When you use
autocomplete, you wouldn't see a list of all addresses. The way
autocomplete works is you start typing an name or address directly in
the field — not by hitting the To: button. After typing a few letters,
autocomplete will suggest match
I imported my address book into the Personal address book and that's
the only address book in Evolution, it's set to autocomplete however I
still don't see a list of all my addresses when I look when composing
a message

This is already set. I imported my contact from gmail in Outlook
format, not sure if that should make a difference...
