Yes. Unfortunately you need to update all of gnome to update evolution.

Upgrading to Evolution 3.8.2 on Ubuntu 13.04 has improved responsiveness

For the record the upgrade procedure is:
add-apt-repository ppa:gnome3-team/gnome3
apt-get update; apt-get dist-upgrade
