I installed and started evolution.
After messing up my first e-mail account,
I tried to fix it, but couldn't find any way to change it.
I tried to start over with rm -r ~/.evolution ,
but that did not work either.
Somewhere it found the information to recreate ~/.evolution .

Alas my Evolution 2.32.3 has no File ▸ Back up Evolution Data.
It does have a File ▸ Back up Evolution Settings,
but if that worked, I can't tell for sure.

I think that some of the squabbling about tar is
the result of ambiguity in some of the statements.
Such ambiguity was somewhat encouraged by the sitution under discussion:
the same human owner with a new number.
That I can backup to *a* file is what I needed to know.
