I just downloaded ido-hacks.el and added the following lines to my .emacs
(require 'ido-hacks)
(ido-hacks-mode t)
but it still does use ido for attachments.

I've noticed that when finding a file, ido works, but when loading a
file, it does not. Perhaps these two observations are related?
