Just checked it with
Org-mode version 8.2.6 (release_8.2.6-936-gd9e6bd @
/Users/rainerkrug/.emacs.d/org-mode/lisp/)
and it works there.

Can you try to bisect a bit more? Maybe look for a commit that
changed property inheritance, as it looks like it's related.
