Hi,
so for the record, setting that fixed my issue was
"(set-w32-system-coding-system 'iso-8859-2)". Original value was
cp1250.
Everything works just fine now.

my encoding is ISO-8859-2. However, when I change to UTF-8 situation stays
the same.
