[Orgmode] Selectively inheriting tags

I'm wondering if it's currently possible to selective inherit tags. Either to mark specific tags as inheritable/non-inheritable, or with a regular expression match (the latter would be particularly useful - I want my context tags, beginning with '@', inherited, but not my unprefixed tags such as 'P

If your files are in non-default locations, how is org-mode supposed to find "todo.org" etc? I guess it would be better fo give absolute file paths in org-remember- templates. Your trick of bringing up the agenda only woks by chance, if you are luck to be in the right directory with Emacs.
