I spoke too soon -- the phone UX spec has the same terminology as the wiki wrt when the indicator should be visible. Regardless, as pat- mcgowan pointed out this bug is for desktop so the phone UX spec is moot. That brings us back to my original point, the current visibility logic is as specified
