@Marco, thanks, I went back to gnome-screensaver 3.6.1-0ubuntu9 and this
restores the proper monitor dpms behaviour. The new screen locker does
look nicer, though, so I'm looking forward to when it handles dpms
properly.

including the all-important ubuntu-desktop metapackage, were removed on
2014-03-13 around 23h00. It's not clear why these packages were
removed, but all the unity-2d packages were removed and compiz was not,
which is a little odd
To claim this bug is of a non-essential piece of hardware is ridiculous.
The monitor, both on desktops and laptops, and it's associated power
management is nothing less than critical. This should be changed back
to "critical." A regression this glaring and visible is very
inappropriate to leave u
Some broken package dependency somewhere has caused the ubuntu-desktop
metapackage to be removed. Try explcitly reinstalling that package:
either the broken dependency will become obvious or it was a transient
problem and your fully-functioning desktop will be restored.

The default logind (the system that performs the shutdown/restart)
allows an active session to perform this action. The greeter is an
active session so the user can shutdown and reboot from it even when
multiple sessions are open.
