I agree with the previous comment, this bug seems to be slightly different to
1165420. Although it might be caused by the same issue, as it is pretty
similar!

Public bug reported:
When dragging a file/folder/shortcut and going over the panel (as in trying to
drop it there) the panel shows, then hides and then doesn't fully show after
that.
After this, only about 80% of the panel is shown every time it is activated,
with the left most 20% not showing
