I also confirm I have this bug since I installed Ubuntu 13.10, did not see it on 13.04 (or it wasn't so bad). I used GIMP these days and the laptop becomes unresponsive from time to time, the menus do not open or they open after lots of time, etc. This is no way of using the computer.. Just found
