To add to my comment: applied all Ubuntu updates today and rebooted
(after kernel panic), and now LO does not provoke any issues. I'll watch
to see how long it takes for the problem to reappear.

Problem confirmed on 13.10.
I can make the problem happen systematically (at present) by loading a
large and complex document into LibreOffice. LO starts repaginating, and
then the unity-panel-service goes into its busy loop.
* It is not caused by memory exhaustion; my box has 16GB and it's barel
