[Dx-packages] [Bug 1244483] [NEW] Top panel doesn't refresh. Applets and menu freeze and are not responsive

Public bug reported: I'm mostly posting this because someone in #ubuntu told me to, and no one seems to have any good ideas as to what's causing it or how to debug it. It seems that randomly my top panel freezes. I can tell typically because my clock stops at a particular time and doesn't advance
