As a FYI : some of those devices may have an IC that allows for NOBATOP
operation. For example, the TI BQ24160 was popular in Android handsets and
has support for such a mode.

If thee is a decision to be made, then the timeout should probably be
infinite, unless the app wants it to time out explicitly.

To be clear, the consequence of this fix is that we drop support for
custom webapp actions for now, ie "compose new message". This API is not
fully working right now anyway.
We will restore the custom actions at the system level first, to avoid
the desktop file duplication whenever possible.
