This sounds like the bug fixed by commit
e490b7812cae778c61004971d86dc8299b6cd240 ("radeonsi: don't forget to add HTILE
to the buffer list for texturing"). Could you check that this fixes the
problem?

Changing shadows from 'All shadows' to 'Directional Only' seems to correct the
issue in XCOM2 at least. Be nice to be able to have shadows working though.
