Hi Linus
This is a workaround for lost IRQs on the SNB platform that causes
stalls in rendering, by all reports it actually seems to work, so
until the hw guys explain things better, we'll go with it.

Since we were calling the wptr function before checking if the IH was
even enabled, or the GPU wasn't shutdown, we'd get spam in the logs when
the GPU readback 0x. This reorders things so we return early
in the no IH and GPU shutdown cases.

my dual boot system if I boot windows xp then simply restart the laptop unity

This is used during phy init to set up the phy for DP. This may
fix DP problems on DCE3.2 cards.

of the llano hardware platform with different output configurations, so
displaying something is nicer than just black screening. I've done some
testing on pre-llano systems and haven't seen any problems with it, so
