Oh, I came across that URL before but I skipped some of those steps
about running as non-root.
Because, I was thinking my sendmail is running as root:
# ps -ef |grep sendmail
smmsp 8335 22869 0 17:54:58 ? 0:00 /usr/lib/sendmail -Ac -q15m
