For services, if you have the european vat number for you customer, VAT =
0, if you don't have you must add VAT

I tested with dev version and 3.4 and i can't reproduce.
Are you sure the customer is a company and not a personal guy. To be
detected as a company, thirdparty must have a vat number OR must have field
type different than "particular".
Can you reproduce on demo.dolibarr.org ?

Ok my mistake. I didn't know the VAT number was mandatory to have VAT rate
defaulted to 0.
