I think just replacing the existing roadmap category by a page would
greatly help search indexing. The relevant category should then be Project
Management or something similar.
You may find also links to this page at different places into wiki or
web sites. For example on dolibarr.org in right menu in section "Tasks
manager and roadmap".
But you are probably right when you say we can't see it enough.

Freeze is only for new features. Bug fixes and translations are still
allowed until the release...
But I also agree that this kind of decisions should be told first in this
list..

This kind of info should be disclaimed officially indeed. But as member of
Dolibarr community, you should be aware that a new major version is
released every 6 month.
I think no official announcement has been made because no freeze date has
been defined yet. The next board meeting is on the 12/11
