I have not totally followed the HTML entity issue, should we be doing
more checking before/after the build to dissuade committing the

openjdk9: I am getting lots of non 7-bit bytes characters in
translated files replaced by HTML entities. There are also warnings
related to these bytes and the output being non-UTF8.
So there may be an openjdk issue independent of the boot classpath.

I'd just as well add supplementary info to a wiki for the specific
message IDs that require extra discussion. I've never been a fan of
the massive "messages" publication that's 98% the verbatim error text
phrased three different ways.
