Does ICANN have a root-zone announce list? I remember hearing about it
being developed, but can't locate the list subscribe.

You might just use adnshost to query the ns records from the parent TLDs.
it free and fast and authortative. There are also perl and python bindings
to adnslib.

Does the IANA have an announce list for new additions to the root, if
not, maybe the community would benifit by IANA starting one.
