It’s not a list I’m afraid, but the OpenDNS/Cisco resolvers do ECS.
The opt-in is with the authority although we plan to look at making this
happen automatically at some point, as managing a list of authorities
Is becoming quite a burden.

I'm looking for a list of public resolvers that utilize EDNS Client
Subnet when sending queries to authoritative servers. I'm especially
interested in the ones that require some kind of opt-in to enable the
feature. Is anyone aware of such a list?
