AFAIK debian decided that KDE4 is best for their users and to not support
anything that's based on KDE3 including TDE. I remember that I had to use a

Regarding seeing battery levels from the GUI, I currently use fdpowermon.
It polls the battery info from sysfs every few seconds via acpi.
