No, step 2.5 is needed.
Ask on Django list why you can't get it working, especially where you
couldn't be bothered to read the instructions properly. ;-)

It's a fairly trivial process so I will guide you:
1) get a server (I recommend Debian GNU/Linux)
2) install the following:
Python
Django
a web-server such as Apac
://www.djangoproject.com/documentation/models/
