language to the whitelist. Then in script display only warning for deployer
if translation coverage dropped down to some low treshold during site life.

Your plan sounded perfect IMO, so it's great you've done it :).
I think we could set quite high threshold for translation completeness to
publish it, as the site is like business card far more than documentation.
But that's just my opinion.
