TBH, the way you had it installed in your original post was fine and you
might want to revert to that.
Sure it might have been 3.8 but if it's been packaged, the maintainer must
have ensured it was fine and a known working stable version and it should
work provided the right drivers.

If you're using Ubuntu, you can try the intel-opencl-icd package which
is the binary package for https://github.com/intel/compute-runtime
which is the OpenCL driver for Intel GPUs.
However, I'm not sure anyone has ever run fosphor with it ... not sure
