Thanks, this is a false alarm. It must have been an issue with downloading
on Chrome for Windows on the machine I was using. I just verified that the
file's SHA256 checksum matches the expected checksum on a Ubuntu system:
$ wget
http://gnuradio.org/data/sdk/armv7hf/20160420/oecore-x86_64-armv7ahf
