Do you mean the gcell kernel?
Ok, then i have to look for gc_job_manager_impl.cc.
But there are gang_scheduling constructs in gc_job_manager.h and the
matching SWIG file and in benchmark_nop.cc.

Engine (http://www.ece.umd.edu/~goergen/docs/sdr-gcell.pdf)
and under point 4.3.1 the paper says: "At this time, all SPEs run the same
code, though in the future we expect to dynamically load code into the SPEs
...".
the distribution handle?
And another question: Is the GNU Radio C-code of several blocks "small
enough" to run
directly on the SPEs?
