Working on Ubuntu 18.04, is there a way to get VOLK apart from compiling it
from github? I'm working on compiling gnu radio from source. I would take
'no' for an answer, just wondering if it's available through apt.

Sounds like your gnuradio install works fine, but getting the blocks for
RTL SDR is an issue.
