Thanks for the clue..it is a bug on the switch..I checked with an older
implementation of the switch and worked as expected..

I use the below OVS version

OpenFlow versions 0x1:0x1
I observe the below behavior/issues. I don't see any meaningful PDU going out
to dump flow stats / aggregate stats.
$ovs-ofctl --flow-format openflow10 dump-a
