When I send Modify VLAN ID (mod_vlan_vid) as part of the apply action
instructions to OVS 2.1.2 from my controller, it does not accept it and returns
an error type OFPET_BAD_ACTION and code OFPBAC_BAD_SET_ARGUMENT. I have not
experienced issues with other action types on this ovs version. Moreov
