In OVS, I think the "controller" action with "id=" set will do what you need.

I am having two controllers (c1,c2) and multiple switches are connected to both
of them. C1 controller needs to be notified when a particular packet arrives at
a switch. On the other hand, when another particular packet arrives at the same
or different switch c2 needs to be notified. T

Have another question. When i want conenct two separate open vSwitch
instance must i use tunnels or vxlan? when i connect them they are similary
like one bridge? I want to check that its possible to conenct them like
psyhical switch stack.
