Thanks for the pointer! As a quick experiment, I just manually did:
iptables -t mangle -A PREROUTING -p gre -j MARK --set-mark 1
and that fixed it. ipsec_gre packets are flowing again.
Ansis, (or others) is this the recommended way to get ipsec_gre working, or

I have two hosts with connectivity and i use VLAN for isolation across
VM from department.
Is it possible to offer vlan isolation with out configuring in physical
switch,but with out using GRE.
Looking for solution like with in bridge br0 there should be vlan tag and
once it enters eth0,
