To verify HTB and HFSC on OVS ,if I am creating queue and setting rate
through vsctl command then do I need to do some configuration from "tc"
also?

Have you read any of the documentation on the website? There's quite a bit of

As what I have known, in the packet process flow of most current Ethernet
switch chips, ACL processing is after L2/L3 processing.
So how can you achieve the “normal” action?
