I've had good luck using the software/QA/DBA job section on Craigslist. Still get a lot of H1Bs, etc despite putting a message that we can't sponsor H1Bs but I also get a lot of local candidates. The other option I've had good luck is posting to some local Oracle User Group forums. http://www.orafa
