both of "their code" by their successor (there's always a new coder) and
by Ops in terms of managing the failure points and understanding the
assumptions that were made during coding.

The big issue with state (or State) choice is governing laws. My entity
can't do business with data centers in Texas or California because their
state laws conflict with our state laws in some way that makes our
