Is compiling with MinGW still supported? If yes, where is it covered? The
compiling page shows that it's not covered there and the page linked
(http://hans.breuer.org/dia/build.html) can't be accessed (HTTP 403).

calling Makefile.PL I can't run the generated Makefile. When I open it, I
realize that all the path separators are '\' (Windows style) instead of '/'

it's not updated to recent versions? I already have Python 2.6 installed and

I already know why Dia sticks with python 2.3 for plugins due to msvcrtXX.dll
issue. But I wonder why GIMP can do the same with newer python versions?
Does Dia uses different plugin mechanism from GIMP? Can't the idea be stolen
from them?

I take the Windows installer and .deb file from sourceforge, and install
both. But the Linux version looks like the previous versions (separated main
window and canvas), while the Windows version uses tabbed interface (love
it). Why is this?

AFAIR, the installer checks for python dll under system32, so you can try
copying it there.
