The Dia works fine for me as well. Best fit - no problems. Change scale
no problems. I am running WIndows7.
Scroll bars depend on zoom and extents - if you back way out then the
scroll bars are not active. They only work if there are elements out of
your view.
I suggest a re-install - it does
