I downloaded LATEST-IS-0.97.2 Uh, how do I make it go? :-)

There is a windows installer. You want that, not the source, unless you
want to do some development.
I am guessing that source code under development does not have an installer
built for it.
Take anything I say about this level of Dia development with a grain of
salt. I am not a programmer.
