I find no mention of it in the doc.
eye=visible/hidden layer
highlighted = selected layer
icon in between = ?
I can click it for all the layers, but I don't see any change
either on/off.

Cross-layer linking.
Try to link to the objects outside your current layer with that toggle on/off.

Good question - I never gave any thought to that before.
If you have two layers you can connect to the shape connection points,
or not, based on whether that item is enabled or not.
I guess it is the "connect to connection point enabler."
