(Dia 0.97.1 on Windows)
I tried setting the default diagram background and grid colors by
modifying the ~/.dia/persistence file. But it gets overwritten the
next time dia is started. Is there some other way to set these
values?

gradient shapes are now available in the Dia Shape Repository and can be
downloaded and installed using Diashapes:
http://dia-installer.de/shapes/gradient/index.html
Use the shape properties to color them as you like.

Has anyone suggested the possibility of Dia becoming a diagramming
tool in LibreOffice?
It would take a lot of work, but Dia could at least provide a starting
framework.
Would this be a welcomed opportunity or something to be avoided?
